Even for those who are already using some other browser, caution still needs to be taken because many programs actually use an embedded IE browser. This means you'll still get hit if a program you're using loads an infected web page. There's really no defense against this, other than to "be careful", as Microsoft themselves say.
Really, those who haven't should give Google Chrome a try.
